We run a 100 club with turnover of c £2,600.
Is there a minimum and maximum percentage of turnover that we have to return to its members?

100 Clubs
I had a big scheme (at the time - tiny in today's market!) which was open to the public - many are, and as such are governed by Lottery law, but Peter's in his Rugby Club would probably still fall outside the scope of the law.
This means, of course, that there are no rules, as such, and my old scheme paid out 50% of the takings, until the prize reached £1000, after which the prize stayed put and the maximum earnings per draw went on up to £5000.
The important thing is to be clear with your public what the rules are, and what the money is going to. In my case, the prize was just a bit of fun to the wealthier section of donors to teh Social Welfare organisation I was with at the time, but a sports club member might really want the chance to win his/her beer money for the weekend!

100 club rules
I haven't checked to see if lottery legislation has caught 100 clubs yet, but there used to be no limits as it is a private club not open to the public (by "inviation" only) and presumably for a charity or at least a community organisation. However reason and logic dictates some fairness in all this and when I used to run a rugby club "hundred club" we returned half the take in monthly draws with two big prizes each year.
