Administrator Level for Raisers Edge

We use Raisers Edge and it is controlled by database department (2 staff in the database department – they process all the income, add codes, data segmentation, etc..)
Recently we had a problem which Head of Fundraising thinks everyone from the fundraising should have the administrator level so they don’t need to go to the database department to add the codes and global action, etc.
Database department have explained the disadvantage of giving the administrator level to everyone but he doesn’t understand so I would like to get some advice.
