Charity Race Night

I'm looking to organise a charity race night. It will be held in company meeting room space in a head office building. I am trying to locate information on the following:

(1) For the race element a DVD will be played, with bets made, winners get pay out, profit goes tro charity. Would this require a gaming licence?

(2) Refreshments, including alcohol will be provided to staff members, however if they bring guests we want to recoup this cost. Proposal is to charge say £20 to attend event, which would cover refeshment costs (drinks/alcohol/nibbles etc), would this still be considered as selling alcohol? All attendees will be 18+

Any guidance would be gratefully received, including any other issues which may need to be covered off!
