Help on writing a fundraising strategy

Hi all,
I wonder if any of you have any tips and advice on creating a fundraising strategy?
Our fundraiser left, she had suffered a bereavement and felt she needed time to herself, I can understand that but now my boss has asked me to write an outline strategy!

I broke it down into
Short term - events / currently funded (or partly funded)projects
Medium term - legacy campaign planning and practice
Long term - trust funding and sustainable funding streams

Am I working along the right lines?
I plan to include a short history of successful fundraising so far and an update of the projects list I already have.
Help!!
