balance of applications to Trusts being submitted from a Central Office
and also Regional Fundraisers?

Margaret,
Not easy. Assuming people at HQ and outside cannot be
trusted to speak to each other then in my experience it is
best if you have one person nominated to monitor and police
all applications to Trusts and more often Corporates. That
person should be contacted before any application is made
and must have the backing of the senior staff member.
If that is a luxury then setting rules is the only option.
Rules can be based on geographic location and or finacial
value applied for but there will always be conflict.
