Certainly have.
You need a standard Lottery License from your local authority (where
your head office is, if you cover multiple areas), and each chance must
cost no more than £1. Returns have to be sent in on a regular basis,
depending on the frequency of your draw. We offered half the income as
a prize fund until the monthly prize reached £1,000, then capped it.
Subscriptions were by standing order, and each member got a block of
numbers (£10/month = 10 chances)
When you say mainland UK, this is England and Wales - they have funny
laws north of the border :-)
