We are a foundation in Brazil, and we are thinking to ask for donations from UK people to help some causes HIV, Education, Foods, Enviroment. ..
Can someone tell me if is possible ask donations by internet email and collect with paypal, like the site www.givenow.org.
The condition is that the foundation is located in BRAZIL and the donors are from UK.
Please let me know if there are any law obstacle or impediment.

Given your organisation is based in Brazil, I'd say the legal issue is a matter of Brazilian law, rather than UK law. There's no UK law preventing you from soliciting charitable donations from UK citizens.
But, as James pointed out, you won't be making the most of any donations you receive in terms of the tax-efficient element. The only way to do this would be to register in the UK, which would be no small undertaking.
If you're just looking to give UK citizens a convenient way to give online, then yes, Paypal would be a good choice.
There are some organisations that offer advice or information on international giving, although they tend to focus on UK charities seeking donations from abroad. Nevertheless, they might be of use:

I think it's legal to ask, but people won't be able to give tax-effectively, so most would probably prefer to give via a UK charity that supports work in Brazil.
The second problem is asking by email - if these are people who've signed up for more information from you, then it's likely to be legal, and you'll get a good (but probably low) response rate. If not, then I'd expect a very, very low response, possibly zero, and possible legal issues depending on where the email's being sent from.
