We are currently looking to outsource database support of Raiser's Edge database. Does anyone have any good recommendations of suppliers with the exception of Blackbaud?

I don't believe any of them do outsource their RE support. We at Purple Vision are developing our RE training and consultancy offerings for relaunch in the new year, but this is a bit different from providing the sort of services you're looking for - where costs of consultants could be an issue.
Let me know if you want to chat about it more - if there's a wider demand I'd be keen to see if our organisation can deliver something mutually beneficial!!!

Do any charites actually outsource their database management, e.g. to include carrying out data integrity checks, monitoring data entry, training to staff etc.?

Agree with David Zeidman's points - getting a proper support agreement with Blackbaud is money well spent.
Having said that, there are companies, including ours, who offer quality training and consultancy at competitive rates compared to Blackbaud, so if that's the support that's needed it's good to explore different options

It depends very much on your requirements. Support can mean many different things to different people
As Raiser's Edge is Blackbaud's product they are clearly going to be able to offer the most all encompassing support service. By signing a maintenance contract with them you get upgrades and fixes included. That would not be possible with any other provider.
However if you are looking individual support items e.g. training, assistance in auditing your database, developing custom reports or integration with other applications then there are plenty of other companies or individuals able to offer this kind of service.
