We are the charity partner of a company who wants to raise funds for us by delivering our collection envelopes to their customers. They will only be going to their customers homes and not every house in a street. Is this a house to house collection and does it require a licence to collect?

Somewhat unhelpfully, the answer is, "It depends"!
Where I live we have a quaint custom of tea deliveries to the door. Now, if Ringtons decided to do something like this as they deliver tea to their customers, I don't think they would need a licence. The tea man becomes your friend, just as the postie did in the old days, or the milk man. The envelopes should be specially printed to show the link to the company and the charity.
If your partner is genuinely asking its existing customers, that would be fine. However, if they are touting for new business (cold calling) then I suspect a permit would be required.
I trust you have appropriate agreements with the company to back up your partnership.
