My charity are currently fundraising for £300,000 for the addition of a new building for our training group. We have had all corporate publications printed and are actively seeking major corporate funders and small website based donations to raise this money...
We recently received a legacy of over £400,000 which stated it was for the training building specifically, therefore covering the whole costs (and some more) o our appeal.
Can I legally continue to fundraise for this appeal and distribute documentation stating this??

Amen to the above, but I'm troubled by your question.
Why would you want to continue fundraising for something that's already paid for?
Like Howard, I suspect there would be little difficulty in finding an appropriate use for the surplus from the legacy, but to continue to seek funding for the same project would be, frankly, fraudulent.
If your concern is that you've had all these beautiful brochures printed and you don't want to waste them, do you need to raise funds for anything else (revenue costs, other projects etc)? If so, how about overprinting (or having special labels printed) saying "We did it - thanks to the legatee - here's our next goal".

Can the excess, and indeed any other excess received, be put towards an endowment for the future management of the building? Costs to be met would include repairs and maintenance, staff costs, and insurance for the anticipated life of the building, or perhaps at least the next 20 years. If this is realistic, then you could continue the current appeal to boost this endowment.
If that is not realistic, or you can think of better, less restricted uses for that income, then you might just have to accept that this is one of those rare but pleasant cases where you can think "job done" and turn your attention to raising funds for another project.

Unless there's more building-related costs you can spend the extra £100,000 on, I think you not only have to stop fundraising for the building, but probably return some of the legacy. What would you do with any further money raised in the appeal?
