I am concerned at your use of the phrase 'partner organisation' as that may have some repercussions.

Unless they voluntarily give you the money, not a lot you can do.
If and when they go bankrupt, you become just one of a group of creditors owed. May get something, may get nothing.
Trying to force them through solicitors letters or demands for payment probably won't work if they know they are going bankrupt.
They still have to account for which bills they pay and why.
If they aren't going bankrupt, have a field day with letters, solicitors and courts. Just don't be suprised if an organisation does go bankrupt these days.
